Move site docs here for the new docs hub

This moves the BEDbase website pages about bedhost into this repo, under docs/guide. The new docs site at docs.bedbase.org will build these pages straight from this repo.

It also adds a small workflow that tells the docs site to rebuild whenever these pages change. Nothing in the bedhost code changes.
