Follow-up to #7325, #7509
As of 8.7, Cylc no longer has the Cylc 7 compatibility mode, but it still supports viewing workflows running in <8.7 in compatibility mode, in the GUI/TUI/CLI (e.g. cylc scan). We have agreed to remove this capability at 8.11.
