Add alternative option RustFs for file storage

Currently in CREDEBL platform AWS S3 is used to store the object type data at various places. This creates a dependency on AWS services and fence the local deployments at times. So as an alternative RustFs can handle the file storage.

#1162 - this was the previous option for file storage using minio which is currently archived on the official repo of minio. So we will be continuing with RustFs as of now.
