image crate defines a new version of `AnnotationPacket` which is used in encrypted image and also compatible with previous version. Also defines the API of unwrapkey with the `AnnotationPacket`. Signed-off-by: Xynnn007 <xynnn@linux.alibaba.com>

This PR does some refactoring for CoCoKeyprovider in order to support encrypting images using KMS plugins.
This PR is not finished and is based on PR #349.
This PR will be rebased after merging #349.
