aws-c-* migration for end-of-april'26

Updated packages:

• aws_c_event_stream: 0.7.0 (close Update pin for aws_c_event_stream #8378)
• aws_c_http: 0.10.13 (close Update pin for aws_c_http #8379)
• aws_c_s3: 0.12.2 (close Update pin for aws_c_s3 #8374, close Update pin for aws_c_s3 #8396)
• aws_crt_cpp: 0.38.3 (close Update pin for aws_crt_cpp #8380, close Update pin for aws_crt_cpp #8382, close Update pin for aws_crt_cpp #8386)
• s2n: 1.7.2 (close Update pin for s2n #8391)

My first time making one of these, using #8369 as template

Note that I am not including #8437 in this, I am trying to get the prerequisites for awscrt == 0.32.1 (conda-forge/awscrt-feedstock#691) in a migration first since I have downstream packages depending on that exact version. aws_c_s3 == 0.12.3 is newer than that version of awscrt so should possibly be done separately after this.

• Used a personal fork of the feedstock to propose changes
• Bumped the build number (if the version is unchanged)
• Reset the build number to 0 (if the version changed)
• Re-rendered with the latest conda-smithy (Use the phrase @conda-forge-admin, please rerender in a comment in this PR for automated rerendering)
