Summary

• Adds a one-time legislative district backfill using checked-in SEC district HTML snapshots under districts/.
• Parses and stores House/Senate district geography in Firestore at /generalCourts/{court}/districts/{districtId}.
• Adds district normalization so SEC headings like Ninth Hampden match member District values like 9th Hampden.
• Adds a minimal legislator profile route with a District tab at /legislators/[court]/[memberCode].
• Links existing profile legislator cards to the new legislator profile pages.
  Scrape the https://www.sec.state.ma.us/divisions/elections/voting-information/district/2022-senatorial.htm and https://www.sec.state.ma.us/divisions/elections/voting-information/district/2022-representative.htm pages to get the districts for members.
