All three release-flow verbs existed and were documented in the Makefile header comment, but the runtime help's Release block skipped them - the notes-preview step was undiscoverable exactly when it matters, right before a tag.

Adds them in flow order: changelog and preview before stamp tag, sweep after unpublish/untag.
