Retire Debian Bullseye and modernize the Debian-based packaging CI targets on `release-13.2`. The matrix now tests: - Debian Bookworm and Trixie - Ubuntu Jammy and Noble PostgreSQL coverage and the aggregate `Packaging` gate remain unchanged.
