[ENH](auth): add foundation authorization actions

Description of changes

Add InitFoundation and ViewFoundation variants to AuthzAction for
controlling access to foundation-related operations. Derive Eq,
PartialEq, Ord, PartialOrd, and Hash on AuthzAction to support use
in sets, maps, and comparisons.
