ci(perf): post the instruction-budget result as one PR comment (LAB-10982) - #635
Every same-repo pull request gets one github-actions[bot] comment with the instruction-budget result of its latest completed run. Until now the result lived only in four shard job logs, so a WARN was invisible and a FAIL was an easy-to-miss optional red check.
The comment states the overall verdict (PASS, FAIL or INCOMPLETE), the head and base commits measured, the interpreter, a link to the run, and one row per path with its verdict, head Ir/op, base Ir/op and delta. FAIL and WARN rows sort to the top; nothing is collapsed. Each run edits the same comment in place.
How
ir_budget.py --report FILE (with --base only) writes the verdict and every path's figures as JSON once there is a verdict. An environment error or a crashed run writes nothing, so a missing report means "no result". The verdict arithmetic moved into judge(), which compare() now formats; the printed text is unchanged.
Each Instruction budget (shard K/4) leg uploads its report with if: always(). The shards gain no permission and keep their names and pass/fail behaviour.
Instruction budget report (read-only: contents: read, actions: read) renders the comment with tests/performance/ir_report.py, standard library only, on the runner's python3. actions: read lists the shard jobs so a shard without a report links to its job. A missing shard makes the verdict INCOMPLETE, never PASS.
Instruction budget comment holds only pull-requests: write, never checks the code out and installs nothing. It finds the github-actions[bot] comment that opens with a fixed hidden marker and edits it, or creates one. A comment by any other author is never edited, even if it carries the marker.
Both new jobs run on !cancelled(), so a FAIL still posts, but a run cancelled by a newer push does not overwrite the newer run's comment. Fork PRs skip both jobs: their token cannot write to the pull request.
Neither new job is in CI Success. No new action: upload-artifact and download-artifact are the SHAs the repo already pins.
Tests
tests/unit/test_ir_report.py: all-PASS, WARN, FAIL and missing-shard renders, a malformed report, the marker and job names matching ci.yml, and the CLI end to end.
tests/unit/test_ir_budget.py: the --report JSON, no report on an environment error, and --report without --base refused.
Default pytest -m "not slow": 7401 passed.
Docs
docs/performance.md (In CI, and the --base "writes nothing" sentence), CONTRIBUTING.md and tests/performance/README.md describe the comment, its in-place update and the fork-PR skip.
Each perf-ir shard writes its verdict as JSON (ir_budget.py --report) and uploads it. A read-only job
renders the shards into one comment (tests/performance/ir_report.py, standard library only); a shard
with no report shows as "no result" and the verdict as INCOMPLETE. A second job, holding only
pull-requests: write and never checking the code out, creates or edits the github-actions[bot]
comment that opens with a fixed marker. Fork PRs are skipped.

Summary by CodeRabbit
New Features
Pull requests now receive a single instruction-budget report covering all paths, updated with the latest completed run.
Reports include per-path measurements, budget comparisons and verdicts, plus interpreter details and links to relevant jobs and the workflow run.
Missing shard results are marked as incomplete; deliberate budget overruns are reported as failures. Pull requests from forks do not receive a comment.
Documentation
Updated benchmark guidance to explain report contents, pull-request behaviour and how comparisons are made against the base.
Walkthrough
Instruction-budget comparisons can write per-path JSON reports. CI combines shard reports into a pull request comment and creates or updates the marked comment for eligible pull requests.
The report script selects reports for the latest shard attempts and renders PASS, FAIL, or INCOMPLETE results. Tests cover loading, rendering, and CLI output.
Wire CI reporting and publication .github/workflows/ci.yml, CONTRIBUTING.md, docs/performance.md, tests/performance/README.md
CI uploads shard reports, generates a report for eligible pull requests, and creates or updates the marked comment. The documentation describes this process and its conditions.

A shard that fails after uploading its report can leave a misleading PASS comment, although its CI job remains failed. Match reports to job conclusions before merging or accept this bounded reporting risk.

### [1/2] .github/workflows/ci.yml:525
Issue identified during code review:
Stale report artifact in the perf-ir upload step: `if-no-files-found: ignore` with `overwrite: true` replaces `perf-ir-report-K` only when the new attempt uploads a file, and artifacts are shared across attempts of the same run. When shard K writes a FAIL report on attempt 1, is re-run, and then crashes (SIGILL, timeout, or environment error) before writing a report, perf-ir-report downloads attempt 1's JSON, so the comment shows the old rows and verdict instead of the "no result"/INCOMPLETE row the docs promise. Fix: always upload an artifact from the shard job, for example a placeholder file that `load_report` rejects, so each attempt overwrites the previous one, or include `github.run_attempt` in the report and have `ir_report.py` treat reports from older attempts as missing.
Reference implementation (from code review):

f="$RUNNER_TEMP/ir-report-${{ matrix.shard }}.json"

### [2/2] tests/performance/ir_report.py:89
Issue identified during code review:
Unhandled parse error in the jobs file loading in `ir_report.py`: `json.loads` runs on every line before the `if job` filter, and neither the read nor the parse is guarded. When the jobs file contains a blank or malformed line, `json.loads` raises `ValueError`, and when the file is missing or unreadable, `read_text()` raises `OSError`, so the comment job crashes with a raw traceback. Fix: skip blank lines before calling `json.loads` and wrap the read and parse in `try/except (OSError, ValueError)`, then either fall back to an empty jobs dict as `load_report` does or call `sys.exit(f'cannot read jobs file {args.jobs}: {e}')`.

Review each issue in context, use the reference implementations as guidance, and apply fixes that are consistent with the surrounding codebase.
Artifacts outlive a re-run, so a re-run shard that ends without a report left the earlier attempt's
in place and the comment could show its stale verdict. Reports now carry the attempt in their name,
and only the attempt the shard's job last ran counts. Also judge each path once for both the log and
the report.

…ore writing it
A report that parses but is not one ir_budget.py wrote now reads as no result instead of crashing the
renderer and dropping the comment. The gate prints its verdict before writing the report, so a failed
write cannot hide it.

…ot an attempt check
A partial re-run lists the shards it did not re-run under the new attempt number, so matching report
attempts against job attempts marked those shards as having no result. Each shard now starts with a
placeholder report that reads as no result and always uploads it, so a re-run shard that ends without
a verdict replaces its earlier report, and the shards a partial re-run skips keep theirs.
A re-run shard that dies before its always-upload leaves the earlier attempt's report in place. Its job
then failed, so an old PASS from it now reads as no result, never as a pass.
…started
A re-run shard that dies before its upload leaves the earlier attempt's report behind, and if both
attempts failed the verdict check let an old FAIL through as the re-run's result. The report job now
lists the run's artifacts and counts a shard's report only if it was uploaded after that shard's job
started. A partial re-run lists the shards it skipped with their original start times, so their
reports still count.
