Changing this to draft to avoid any chance of a merge conflict with #3843. That PR should be merged before any other to avoid yet another 8 hour delay (one work day) to have @mike-lischke rebase and redo it over and over. |

Fixes problem seen in build for #3843 seen in this build. The environment for the workflow was not being set up for PHP.
