feat: introduce sortKey for material chapter order#98

Submodule build/ pulled to latest main (incl. sortKey support). sortKey assigned to the 8 visible online chapters: 1 typescript 2 directives 3 content-projection 4 interceptors 5 reactive-forms 6 template-forms 7 ssr 8 i18n Errata and signal-forms (hidden) keep no sortKey.

Bumps the build submodule to the new main (sortKey support, angular-schule/website-articles-build#3) and assigns sortKey values to the 8 visible online chapters in the order they should appear:
Errata and
signal-forms(hidden) keep no sortKey.
