Conversation
…st as undelivered A background lease create whose provider never took the manifest and then closed the lease settled with the closed-bid refusal its last retry hit. The job now reports it as manifest_not_delivered, saying the lease closed before the provider received its manifest. Fixes CON-1349

Important
The new error reuses manifest_not_delivered for a lease that no longer exists, which deploy-web reads as "a live lease the user is paying for" — the deployment page then contradicts this PR's message and offers a "Send again" action that cannot work. The conversion also masks refusals the closed lease does not explain, notably the always-final access-revoked refusal. Details inline.
Reviewed changes
- Closed-lease rethrow in the queued path:
createQueuedLeaseswraps#planCreation/#createOrAdoptLeases, and when the chain shows a requested placement's lease closed, replaces the failure with a 409manifest_not_deliverednaming the dseq and provider; a failing lease read logsCLOSED_LEASE_LOOKUP_FAILEDand keeps the original error, andleasesExistis refactored onto a shared#listLeaseswithout changing behavior. - Tests: unit specs cover both refusal routes (closed bid at the pre-broadcast check, chain-refused broadcast), placement naming across groups, the no-lease/other-group negatives, the live-lease follow-up and the lookup-failure logging; an integration test runs the job through the worker against a closed lease and closed bid and asserts the settled activity message.

… and recovery The closed-lease failure reused manifest_not_delivered, which the web reads as a live lease to send again. It now has its own code, lease_closed_before_manifest, and the deployment page, cards and toast offer the deployment's settings to close it instead. A member who lost access keeps the access-revoked refusal, so it stays final. Refs CON-1349

✅ No new issues found.
Reviewed changes since the prior review — the closed-lease failure now carries its own error code with a matching recovery path on the web.
- Split the error code: the queued-path conversion now throws
lease_closed_before_manifestinstead of reusingmanifest_not_delivered, which keeps the existing code meaning "a live lease exists" and lets the web distinguish the two outcomes. - Kept the access-revoked refusal final: an
isAccessRevokedcheck passes the refusal through before the closed-lease lookup, so a member who lost access settles immediately instead of after the retry window — covered by a new unit spec. - Replaced
hasLeasewith a recovery kind: failed launches now carrysend-again/choose-provider/closeacross the hook, launch state, recovery action, cards, rows and activity destinations; the new code shows the API's message with an "Open settings" link to the deployment's close action, and the toast and feed open the deployment. - Tightened the integration test: it now runs the job with default retries and asserts it settles on the first attempt (
retry_count0) with the new code and message, pinning the finality of a lease already closed on the chain.
Both threads from the prior review verify as fixed in the code, and the changed unit suites pass locally (97 api + 227 deploy-web tests).

Why
Fixes CON-1349
When a provider accepts a background lease but never receives the manifest, the job keeps retrying the manifest for about ten minutes. If the provider closes the lease during that time, the next retry sees the closed bid and settles the deploy with "The selected bid is no longer open. Please refresh and select an available bid." The toast then sends the user to choose a provider for a deployment whose group the chain has paused, so no provider can bid on it again. This happened in prod on 2026-10-21 (dseq 1792593858536 on hurricane).
What
lease_closed_before_manifest. The message says the lease was created but closed before the provider received its manifest, and tells the user to close the deployment and deploy again. A member who lost access keeps the access-revoked refusal, which stays final. If the lease lookup fails, the original error stands and the lookup failure is logged. The synchronous request path is unchanged.hasLease. For the new code, the deployment page, cards and rows show the API's message and link to the deployment's settings to close it, and the toast opens the deployment.manifest_not_deliveredstill offers "Send again". Until the API ships, the web never sees the new code, so the web can ship first or with it.Testing: unit tests in both apps (100% mutation score on the changed lines in each), an integration test that runs the job through the worker against a closed lease and a closed bid, and the api unit, integration and functional suites plus the deploy-web unit suite.
