docs(observability): count team key unwraps separately in the sweep alert - #4488
Conversation
…lert An unwrap of a team's data key logs organizationId instead of userId, so grouping the sweep alert by userId alone folded every team into one series. The runbook query now groups by both, matching the live Grafana rule. Related to CON-1213

ℹ️ No critical issues — one minor consistency gap in the runbook, below.
Reviewed changes
- Sweep alert now counts teams: the 5.2 LogQL query groups by
userId, organizationId, so a sweep through team data keys — which logorganizationIdonly — registers per team instead of collapsing into a singleuserId-less series; the "What it means" paragraph now explains the counting basis. - Triage names both fields: "What to look at first" now points at the
userIdandorganizationIdvalues behind the count.
The change is correct against the code: DataKeyOwner is a discriminated union (data-key.repository.ts:16), so every USER_DATA_KEY_UNWRAPPED event carries exactly one identifier (data-key-unwrapper.service.ts:167) — no owner can be double-counted across the two group labels. Loki groups entries missing a label under the empty value, so each user and each team forms its own series, which is also why the old query folded all teams into one.
ℹ️ Section 5.3's "Fires when" cell still describes the old counting basis
The PR updates every explanation of what the 5.2 alert counts except one: the rule table in section 5.3 still reads "5.2 counts more than 40 users" (deployment-secrets.md:203). The rule now counts distinct users plus distinct teams, so that cell undersells what fires it; a touch-up such as "5.2 counts more than 40 distinct owners" would keep an incident reader who jumps straight to the table from being told users-only. Related, nothing to do: the "twice the observed peak" arithmetic at line 192 was measured under the users-only basis, but the section's own re-measurement cadence already covers that drift.
Technical details
# 5.3 "Fires when" cell stale after counting-basis change
## Affected sites
- `apps/api/docs/runbooks/deployment-secrets.md:203` — "5.2 counts more than 40 users" predates the `count by (userId, organizationId)` grouping introduced in this PR.
## Required outcome
- The cell reflects that the rule fires on more than 40 distinct owners (users or teams), matching the query at line 173 and the counting sentence at line 176.

The threshold measurements were taken before any team key existed, when every unwrap logged a userId and no organizationId, so the new grouping returns the same counts on that data. Say so, and ask for a re-measure once team keys have run in production for a month. Related to CON-1213

Reviewed changes
Re-reviewed the delta since the prior pullfrog review: one commit adding a sentence to the 5.2 threshold-provenance paragraph, answering the baseline concern from review feedback.
- Labeled the unwrap baseline as predating team keys: the paragraph now states the September measurements were taken before team unwraps existed, that the new
(userId, organizationId)grouping returns the same counts on that users-only data, and calls for a re-measure once team keys have run in production for a month.
Both load-bearing claims check out. #4474 — which made unwrap events carry organizationId for team keys — merged 2026-10-18, a month after the 2026-09-12 → 2026-09-17 measurement window, and its own message notes nothing sealed under a team's key yet at merge time. And since Loki groups entries missing a label under the empty value, each distinct userId still forms its own series under the new grouping, so the recorded peak of 21 is valid for the new query exactly as it was for the old one.

The 5.3 rule table still said the alert fires on more than 40 users, while the query now counts users and teams. Related to CON-1213

Reviewed changes
Re-reviewed the delta since the prior pullfrog review: one commit touching only the §5.3 rule table in the runbook.
- Named teams in the rule table's "Fires when" cell: the 5.2 row now reads "5.2 counts more than 40 users and teams", matching the
count by (userId, organizationId)basis the rest of §5.2 already describes — this closes the one remaining place that still described the alert as counting users only, the carry-forward from the initial review.

Why
Related to CON-1213. Since #4474 an unwrap of a team's data key logs
organizationIdinstead ofuserId. The "many distinct users unwrapped" alert counts byuserIdonly, so every team's unwraps fall into one series and a sweep through team keys would barely move the count. What
userIdandorganizationId, with a sentence on why, and the first thing to look at names both fields.afyg0cw74to8we) gets the same grouping through a script run by hand, since alert rules aren't provisioned from this repo.Summary by CodeRabbit
