chore: add pre-commit hooks for the fast checks - #31

Runs ruff check, ruff format --check, Biome, and a rebuild of the userscript bundle on commit. A stale dist/ is the slip that has happened most often; the rebuild changes it and pre-commit stops the commit. Hooks are local and call the project's own pinned tools, so versions match the lockfiles and nothing is downloaded. Tests and mypy stay in CI. pre-commit is a dev dependency, locked with the current uv: the older local one dropped a macOS-only package the existing lock carries. aiohttp 3.14, pytest 9.1, pytest-cov 7.1, mypy 2.3. The old floors allowed versions nothing here was ever checked against, mypy 1.x included. Installed versions are unchanged. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

dist/stops the commit. Tests and mypy stay in CI. Setup:uv run pre-commit install, noted in AGENTS.md.
