chore: exclude our tree-sitter packages from the release-age gate

Requirements

• required: exclude our tree-sitter packages (@willbooster/tree-sitter-bash, @willbooster/tree-sitter-kotlin) from the release-age gate in this repository.
• chosen: add only these two entries, matching packages/wbfy/configs/releaseAgeGate.json in WillBooster/shared, which already exempts them; syncing the rest of the stale list is left to the next wbfy run to keep this change scoped.

Summary

Adds @willbooster/tree-sitter-bash and @willbooster/tree-sitter-kotlin to minimumReleaseAgeExcludes in bunfig.toml. We publish both, so they are exempt like our other packages.
