The static folder contains a copy/paste from The Underground, plus an old Tailwind 3 install.
This PR updates Tailwind to use TailwindCSS v4 on the project root (as it should be), cleanup the old install and regenerates files.
Though lowkey I haven't checked if the templates works correctly but it should no problem
