Overview
Updates the QA theme deployment pin to the automated vc-frontend PR 2411 prerelease package instead of PR 2399.

The only change is in theme/artifact.json: the blob URL now references vc-theme-b2b-vue-2.55.0-pr-2411-b7e6-b7e60370.zip, which deploy-theme.yml reads via ARTIFACT_URL when setting Helm theme parameters.
