Overview
VirtoCommerce.Notifications is moved off the GitHub Releases module list and pulled from Azure Blob instead, pinned to VirtoCommerce.Notifications_3.1013.0.zip (bump from 3.1012.0 on GithubReleases).

backend/packages.json also gets minor JSON formatting fixes (trailing comma/whitespace).
