Overview
VirtoCommerce.SystemOperations is moved from the GithubReleases pin (3.1001.0) to the AzureBlob prerelease feed as VirtoCommerce.SystemOperations_3.1002.0.zip.

QA environments that resolve modules from backend/packages.json will install the newer blob build instead of the GitHub release version.
