Overview
This PR switches how the QA backend resolves VirtoCommerce.Payment: it is no longer taken from the GithubReleases list (3.1004.0) and is instead loaded from the AzureBlob prerelease feed as VirtoCommerce.Payment_3.1005.0.zip.

That aligns the environment with an automated vc-module-payment update (prerelease package) rather than the public modules manifest version.
