initiate support for custom per dataset config yaml for bids-inject to ignore files

here json example but likely to be yaml and consistent (could be combined) with other configs we already have

edit: ideally our entire config should have a consistent schema describing it. We used pydantic for awhile but now moving to linkml as the language so it could be serialized into pydantic or anything else. Examples of work are within dandi-schema (@candleindark leading that part), ORINOCO (@leej3 works on ORINOCO-lite) so having linkml schema for the reprostim config would be neat!
