[triton 3.7] Remove temporary ROCm test skips

Summary

• Remove temporary ROCm skip decorators introduced for Triton 3.7 in PR [release 2.12] [triton 3.7] Triton pin Update  pytorch/pytorch#174896 now that the pin update is in upstream main.
• Keep one retained skip based on local validation: test/inductor/test_torchinductor_opinfo.py -> TestInductorOpInfo.test_comprehensive with @skipIfRocm(msg=\"Fails with Triton 3.7 on MI200\").
• All other PR-174896 ROCm skip decorators in scope are removed.

Test plan

• Local targeted validation previously executed for PR-174896 manifest targets.
• Retained one skip for test_comprehensive due timeout/failure signal under Triton 3.7 validation.
• Full CI
