Scope
- New domain-weighted favor lever: a second multiplicative layer in
FavorSystem keyed by DeityDomain, orthogonal to the global favor multiplier. Per-domain floor ~0.25.
- 2 edicts per ethos (Martial, Ascetic, Mystic, Sovereign, Mercantile) across tiers, leaning on each ethos's signature lever.
- Sovereign edict ties to
CapitalHolySiteId's bound domain.
Acceptance
- Domain-weighted favor shifts per-domain gains without breaking the global economy.
- Each ethos pool surfaces only for civs of that ethos; tiers gate by rank.
