Trying to get the CI to build.

@brian-rose can you explain why the CI build is not deploying? @jomey and I recently merged a PR and it didn't build. I'm trying again here but none of the usual actions are initiating, and we don't seem to have access to the actions tab.

We had to temporarily disable all CI organization wide in response to an unexpected issue with GitHub Actions. This is going to be discussed at tomorrow's Pythia Community meeting, and I'm optimistic that things will be at least partially resolved this week.
