This updates the stackage release to the latest LTS with GHC 9.0. (Nightly release with GHC 9.2 doesn't work on FreeBSD, because GHC 9.2 isn't available yet on FreeBSD.)
The point is to use similar dependency versions between the stack and the nix builds, so that updating dependencies selectively as in #2349 becomes easier.
