It may not be clear for the contribution guide but issue/PR that has not been labeled "open to contribution" are not guaranteed to be reviewed. The policy is here when an issue is created and we haven't take time to see what's the best solution on it. Sorry for this but we've chosen this way to be able to prioritize work.
