Change CICD_BUILD purpose to be more user-facing. It now downloads all dependencies and runs in an ephemeral, non-interactive mode designed to work in Docker environments. Move Ubuntu-specific environment variables into Ubuntu setup.

There is some instability in noctx tests that makes the library unable. 3 Tests cases needs fixing still. failed cases: st20p_user_pacing st20p_user_pacing_offset_jitter st20p_exact_user_pacing
