feat: improve notification settings and inbox

Summary

• Aligns notification inbox tabs and settings around Account activity and Alerts & updates while retaining existing server topics and settings fields.
• Refines notification row visuals and desktop popover initialization, including responsive tab sizing, 8px row unread indicators, and removal of tab dots.
• Synchronizes read state across grouped tabs and prevents stale responses from replacing the active notification list.
• Adds iOS permission recovery for local notification previews and pulls only the nine required Lokalise keys across all 19 locales.
• Validated with three focused Jest suites (8 tests), yarn agent:check --profile commit, and yarn agent:check --profile pr.
