Merge Risk: 🔵 Low · up to The map note promises a retry that may not happen until a later refresh. This is a bounded messaging issue; correct the note or retry behavior as a follow-up. Pre-merge checks |

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Do not promise a timer retry for UNEXPECTED. MapRepository.check() handles this reason with retry = false. keepTrying() also stops after an unexpected exception. The note says “will retry,” but another refresh is required. Give UNEXPECTED a message that does not promise an automatic retry, or change the retry policy.

Follows up the two non-blocking points from Aaron's review on #139.
The map note picked "no space" or else "will retry", so a file that is not a map also said "will retry", even though the app leaves that URL alone for a day. A misconfigured URL looked like a network blip.
A plain http map URL looped on release builds. Android refuses cleartext there, OkHttp throws UnknownServiceException before it connects, and the downloader counted that as a network failure. So the app retried every 5 s up to every 5 min for the whole shift, asking the server each time, under "will retry".
What I changed:
whenover MapFailure, so a new failure has to choose its own wording. Only NETWORK and UNEXPECTED, which can pass by themselves, say "will retry". A bad file says "Map file is not usable, tell your agency".Why it works this way:
Testing: 323 unit tests pass, and each new test fails with its fix reverted. On a google_apis emulator I saw both notes. With an http URL outside the debug allowlist (refused the same way a release build refuses every host), the app asked the server once in 80 s instead of retrying. Lint shows only the existing MissingPermission error.
The real low-end device test from the same review is still to do.
