PD-3625 Align visibility icon column with the edit button#2877

The header's 8px right padding + 48px button (12px icon inset) and the body's 16px padding + icon with no inset don't cancel out, leaving the visibility icon glyph 4px right of the edit icon glyph. Nudge it back in line with a scoped margin so the icons form a single column, per Pedro's review comment on PD-3625.
