What is the context of this PR?
Homebrew is no longer available on Corporate MacBooks, so the README's local setup instructions no longer work. This reworks them to use Miniconda + conda-forge for tooling.

What has changed
Added environment.yml pinning python=3.14.6 and poetry=2.4.2, matching .python-version. Added Poetry configuration so it installs into the conda environment rather than creating its own virtualenv.

Poetry is pinned to 2.4.2 rather than an earlier version: poetry 2.1.2 requires dulwich >=0.22.6,<0.23.0, and no build in that range supports Python 3.14, so the conda solve fails. Note that this is a conda specific issue and the Dockerfile still pins poetry==2.1.2. This should can be upgraded for consistency in a separate ticket as it is out of scope.
