ci: stage operator, agent and chart releases to NGC alongside GHCR - #896
Every operator/*, agent/* and chart/* release tag now also stages its artifact in NGC, under nvcr.io/1070195845945670/nodewright, from where NVIDIA's internal release process promotes it to the public nvcr.io/nvidia catalog. GHCR publishing is unchanged, and the chart keeps defaulting to ghcr.io.
Images (publish-ngc in operator-ci.yaml and agent-ci.yaml)
Runs after create-manifest, on release tags only. The agent job also waits for operator-agent-tests, matching how the operator's copy is gated on its test matrix.
Copies the released index from GHCR by digest with oras cp -r. -r brings every referrer along: the signature and provenance on the index, and the CycloneDX SBOM and OpenVEX attestations on each platform manifest.
Fails if the NGC index digest differs from GHCR, then runs cosign-verify-release against the NGC subject with the platform digests the GHCR job attested (now exported as create-manifest outputs).
Differs from the issue's proposal: the issue said the NGC copy would be signed and attested again. Copying the evidence instead means both registries carry the same signed material, no second SBOM from a fresh scan, and the job that holds NGC_API_KEY has no id-token: write or attestations: write.
Chart (publish-chart-ngc in release.yml)
publish-chart now uploads its packaged .tgz as an artifact, so NGC receives the exact bytes pushed to GHCR.
The job installs a checksum-pinned NGC CLI (4.36.6, the same pin topograph uses; checksum re-verified), attests provenance on the file, creates the chart record if it is missing, and pushes. The NGC Helm repository is not OCI, so the chart there has no cosign signature; gh attestation verify nodewright-<version>.tgz --repo NVIDIA/nodewright checks it. The attestation's subject digest serves as the checksum the issue mentions.
Credentials: all NGC jobs run in the ngc-publish environment, which holds NGC_API_KEY (a service key scoped to 1070195845945670/nodewright/*) and admits only release tags. Each NGC job is separate from the GHCR publish, so an NGC failure leaves the GHCR release intact and can be re-run on its own. This setup is already done; nothing is needed before merge.
Release-policy tests:TestImageWorkflowWiring now checks the publishing job rather than the whole workflow, since a second job now calls the verify action. The new TestMirroredImagesCarryTheirEvidence pins the mirror's contract: it copies with oras cp -r, produces no evidence of its own, verifies the repository it copied to, compares the copied index digest with the attested one, and verifies against the publishing job's platform digests. This is a new pattern in the package (a test over a job that consumes another job's evidence); I chose it over re-running the evidence actions because the copy is byte-identical. The evidence golden is now sectioned per job.
Pinned actions in the NGC jobs: every third-party action in the jobs that can read NGC_API_KEY, and the upload-artifact step that produces the chart they upload, is pinned by commit SHA, with a comment saying why, though operator-ci.yaml and release.yml otherwise pin by tag.
Artifact locations page: new docs/operations/artifact-locations.md lists every place the images, chart and CLI have been published: the frozen ghcr.io/nvidia/skyhook/* paths, the public nvcr.io/nvidia/skyhook/* images and NGC Helm repository (skyhook-operator), and the current ghcr.io/nvidia/nodewright/* paths, with which registry each chart version defaults to. It is linked from the docs index and nav, the Distribution section, the install guide and the migration guide. Version lists were read from the registries and from each chart tag's values.yaml.
Docs:docs/contributing/release-process.md replaces "NGC is paused" with the staging flow, how to verify NGC copies, a patch-branch caveat (branches cut before this change publish to GHCR only until it is cherry-picked), and a checklist item. The README callout links to the renamed section.
How this was verified
Against real nvcr.io, before merge. A throwaway workflow on a signed commit off main, pushed only as tag ngc-test/1 (since deleted, along with a temporary ngc-test/* environment rule), ran the same steps through the real ngc-publish environment and key (run):
agent:v7.0.0: copied with oras cp -r, digest matches GHCR, and cosign-verify-release passed on nvcr.io for the signature, provenance, and the SBOM and VEX on both platforms.
Chart v0.20.0: chart record created and nodewright:v0.20.0 pushed (UPLOAD_COMPLETE), so the v-prefixed version is accepted.
This also backfilled NGC staging with the images and chart the current chart version pins.
Not covered by that run: the new jobs' wiring inside the real workflows (job outputs, needs, the chart artifact handoff). That is covered by actionlint and the policy tests until the first release tag after merge; an RC tag is a cheap first exercise.
Locally: make test in tools/ (passes; the new test was mutation-checked by dropping -r, verifying the wrong repository, removing the digest check, and miswiring each platform digest), actionlint as CI runs it (-shellcheck=), yamllint on tracked files, make license-header-check, and markdownlint on the two changed Markdown files.
No operator or agent Go code changed, so the operator and agent suites were not run.
Claude Code (AI) wrote most of this change and the test workflow under my direction; I reviewed it and can explain and defend every line.
The release workflows now stage operator and agent images, plus Helm charts, in NGC after GHCR publishing. Image jobs copy artifacts and referrers, compare image index digests, and verify signatures and attestations. The chart job retains the package, attests it, and uploads it to NGC. Release-policy tests check workflow wiring and evidence layout. Documentation describes the staging process, artifact locations, and release-branch behavior.
NGC chart staging can fail intermittently if the chart lookup hits a transient error for an already-existing chart. Rerunning the job recovers. Tighten the not-found handling before or soon after merge.

Explanation
Issue #895 is the active directly linked issue. The workflows add NGC publishing for operator/*, agent/*, and chart/* tags. Image jobs copy the GHCR index and referrers with oras cp -r, compare NGC and GHCR digests, and verify the copied evidence. The chart job uploads the retained GHCR package, verifies the NGC CLI checksum, attests provenance, and pushes to NGC. NGC jobs use the ngc-publish environment. The chart keeps its GHCR default. The implementation copies existing image evidence instead of creating duplicate evidence, while preserving evidence on both registries.
Full details: Out of Scope Changes check
Explanation
The workflow changes implement the NGC staging requirements in #895. The release-policy tests validate the image mirror contract and job wiring. The release, artifact-location, installation, migration, README, and navigation changes document the new staging flow and artifact locations. These changes support the linked issue. No unrelated product code or unrelated workflow behavior is shown.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Pin actions/download-artifact to a commit SHA in the job that holds NGC_API_KEY.
publish-chart-ngc runs in the ngc-publish environment. Its first step uses actions/download-artifact@v8, which is a tag that can move.
That step runs before the NGC CLI is installed and before the push step. A changed action can therefore replace dist/*.tgz before attestation and upload. It also runs in the job that holds the secret.
The job already pins actions/attest-build-provenance to a SHA. Pin download-artifact the same way. Also pin actions/upload-artifact@v7 on line 270, because that step produces the package the NGC job trusts.
zizmor reports unpinned-uses on lines 270 and 357.

internal release process promotes it to the public catalog.
Images are copied from GHCR by digest with `oras cp -r`, so the signature,
provenance and per-platform SBOM and VEX travel with them instead of being
produced a second time; the NGC job checks the digest matches GHCR and
verifies the copy, and holds no signing identity. The chart is uploaded with
the NGC CLI from the exact package pushed to GHCR, with a provenance
attestation on the file. All NGC jobs run in the ngc-publish environment,
which holds NGC_API_KEY and admits only release tags.
The release-policy tests gain TestMirroredImagesCarryTheirEvidence, which
pins the copy-with-referrers and verify wiring of the NGC jobs, and the
evidence golden is now sectioned per job.
docs/operations/artifact-locations.md lists every place the images, chart
and CLI have been published over the project's history (the frozen
skyhook GHCR paths, the public NGC images and Helm repository, and the
current nodewright paths), with which registry each chart version
defaults to.

Do not treat every chart-info failure as “chart missing.”
The fallback is at .github/workflows/release.yml:406-407, not lines 378-379. NGC rejects chart creation when the chart already exists. Therefore, a transient ngc registry chart info failure can make chart create fail and abort the job before chart push. A rerun can recover when the lookup succeeds.
Handle only an explicit not-found result as the create case. Ensure the ngc-publish key has chart-info permission. An authentication failure would also prevent pushing; the effect of a read-only permission failure depends on the key’s configured scopes.
