Part of Mu2e/mu2edaq-main#1. The README demanded Python 3.10+, but the package works on the AL9 production python: deps install (fastapi 0.128.8), all sources byte-compile, imports pass.

All changes verified by the mu2edaq compatibility harness on AlmaLinux 9.6 / system Python 3.9.21 (suite green: 67/67 checks; see COMPATIBILITY-REPORT.md on the al9-compat branch of Mu2e/mu2edaq-main).
