Derive automatically the value for the frist tag
(0x0002, 0x0000)of the DICOM file.The tag contains the length (in bytes) of the rest of the
Meta Informationgroup of tags and can change when changing the SOP Instance UID and/or the Implementation version name, etc...This is achieved here by dividing the writing process in two parts to write the
meta_elementsfirst and then update the value of the Tag.Let me know if it needs any further changes
