Anti-XRAY is not working in nether

Description

As per title - anti-xray is not working in the nether (to be precise, it's ONLY working in the overworld)

Reproduction Steps

Purpur 1.21.11 + Orebfuscator (orebfuscator-plugin-5.6.1.jar)

Turn on Ultimate X-ray texture pack and you'll see it's not working.

Expected Behaviour

I expected the plugin to work and obfuscate ores as it does in the overworld.

One possible reason is that the world you're checking isn't actually named world_nether. I can see that you do have a world_nether world, but I just wanted to confirm this in case the issue is related to the world name. If your world has a different name, you can simply add that world name to the config as a new entry directly below world_nether (make sure to add it to both obfuscation and proximity config).

Another possibility is an incompatibility with another plugin. If the world name isn't the issue, could you please try reproducing the problem on a clean Purpur 1.21.11 server with only ProtocolLib and Orebfuscator installed? This would help confirm whether the issue is caused by a plugin incompatibility.
