Correctable Location/Particpants

Al brought up the challenge of reporting whether the begin or end location was being corrected for a completed association. It was recognized that this also impacted participants.

A DPAR's support for correcting parameters for (active and) completed associations is optional.

Proposed remedies:

• Only ending location and ending participants are correctable for completed associations. This means that beginning location and participants cannot be corrected via the standard for completed associations.
• OBX-5 value in a correction indicates whether the beginning or ending values are being corrected for the completed association (this requires the Manager to support this).

Accidental Associations

Does the current text cover what do with accidental associations and removal in an acceptable manner?
