How does this PR relate to label: python and label: python-3.10-migration given that it has neither?

Once this PR lands, do all open python and python-3.10-migration PRs need to be re-tested before they can be landed?

What gates the changing of the following aliases to point to Python@3.10 instead of Python@3.9?

Labels are just metadata, we can add one but it changes nothing.

Once this PR lands, do all open python and python-3.10-migration PRs need to be re-tested before they can be landed?

Probably not, unless we are waiting for a bug fix in them

Linux CI didn't finish, but macOS CI is all green, and there are no failures from the tests that did run on Linux (a few warnings though).

I think this is good enough to merge. Running all the tests on Linux will probably not reveal any real breakage (in exchange for many hours of CI time).
