Summary

Update the triage state tracking file to record the latest triage run and document actions taken on issue 17, along with updated skip window tracking for multiple issues.

Changes

• Updated run metadata: Bumped last_run timestamp to 2026-05-26T05:35:00Z and updated last_commit hash
• Added issue 17 action: Recorded substantive triage action (type A) identifying and documenting an HSTS max-age=0 false-positive bug in src/rules.ts:21-38, where includeSubDomains and preload bonuses fire unconditionally during active HSTS revocation
• Expanded skip tracking: Added four new skipped issues (7, 4, 16, 8) with documented reasons:
  • Issue 7: Previous action within 7-day window
  • Issue 4: Previous action within 7-day window
  • Issue 16: Recent substantive comment within 48h window
  • Issue 8: Recent substantive comment within 48h window
