This makes xAgeSDLIntStartStopResp be able to fast forward the attached responders when the change is made by a vault manager. The other AgeSDL scripts offer this functionality, so this script should as well IMO. The script is already used to handle the Kahlo Pub collapse, so we default to VM ffwd being false. That way no asset changes are required to retain the previous behavior.
