Adds changes to scripts and a YAML file to allow use of tropical storm central pressure (tcvitals) observations

Dependencies

• needs content from JCSDA-internal ioda-converters PR #1733 for ioda file generation

Impact

• allow tropical storm central pressure to be assimilated

This just got merged, we can work it in the next time the pinned build is updated.

The PR was approved and changes have been included in the JCSDA internal.

Assuming this works - tests will show - I don't have a problem with this, and am indeed very happy to see this go in.

I made tcp obs optional, someone needs to add those IODA files to R2D2, as that will change the OOPS outputs in atmosphere suites. FYI @gmao-yzhu @mhan-mars @gmao-wgu @jemccurr

Also @rtodling has the following issue, I'm not sure if that needs to be addressed with this PR or afterwards:
