Now confirmed to work with NCAR/CAM#19 (regular git submodules), ESCOMP/CTSM#4058 (
git-fleximod), and ESCOMP/CISM#87 (no submodules).Also updates black and lint to check all files in
tools/, not justtools/build_docs*.
