Wrap the ML-DSA (FIPS 204) and ML-KEM-1024 (FIPS 203) FFI functions pulled into the cas-core-lib submodule, which previously had generated bindings but no managed wrappers (only SLH-DSA was exposed). - MLDSAWrapper: deterministic, empty-context ML-DSA-65 sign/verify. - MLKEMWrapper: ML-KEM-1024 key generation, encapsulation, decapsulation. - New result types: MLDSAKeyPair, MLKemKeyPair, MLKemEncapsulateResult. - Tests: round trips plus NIST ACVP and Project Wycheproof known-answer vectors (ML-DSA-65 signature verification, ML-KEM-1024 decapsulation), trimmed to the SDK's parameter sets and copied to output via the test csproj. - docs/EXAMPLES.md: ML-DSA and ML-KEM usage examples.
