Adds the observability integration page for the Asqav local-first audit log callback that landed in BerriAI/litellm#30238.

The page covers:

  • Quick start (env vars + callback registration)
  • Environment variable reference
  • Log record format
  • verify_chain usage
  • Proxy config example

Placed at docs/observability/asqav_integration.md, matching where other integration pages live.

This page documents the asqav success/failure callback added in BerriAI/litellm#30238 (green on CI there): how to enable it, the JSONL record fields, and how to verify the hash-chained log offline with verify_chain. It is ready for review, and I can reshape the layout to match the observability section's conventions if that helps it land.

docs(observability): add signed-receipt verify path to the Asqav page

Frame the local hash chain as the free floor (holder-recomputable,
offline) and the cloud-signed receipt as the third-party-verifiable
ceiling. Add a local-file-vs-signed-receipts section and an intro
note so a reader can find the verify path. Numberless on tiers.
