Changes to the polling timing

@duczz proposed changes to the timing of the API polling based on if the sport is in/out of season, etc. This is to discuss these changes.

This seems wise and a smart optimization. Reduces load for both ends of the connection and over-polling could tick off the service provider.

I would welcome this feature. Would this allow us to hide the card if the sport was "out of season"? Some sports I follow go to PRE after the last game of the season and with my visibility conditions, it is seen all off-season unless I hide it.

Previously, I was able to enter a condition for numerical state less than 8. If true, the card was shown. But that hasn't worked for some time.
