Description
Add the ability to create roles in org user tab, this should display our matrix of roles in org/project level and user can decide what permissions a role can/should have.
With Rill Dev in Cloud on the horizon, this should allow users to manage what role model creation/editing vs dashboard editing is defined to which role.
Use Case:
As an admin, I want to create specific roles with a specific set of permissions
Alternatives Considered:
