PEP 803: Add abi3t filename tag & reorganize the fluff (GH-4862)

Add the .abi3t.so filename tag, for `abi3t` and `abi3t.abi3` extensions.

Reorganizes/rewords the rationale & rejected ideas, and hopefully
make things more clear and consistent overall.
