vbt.nb.crossed_below_1d_nb function

I believe that for better use of code and readability we can create a wrapper function around vbt.nb.crossed_above_1d_nb, reversing inputs.

I can create a PR for the same, do you have any guidelines that I should follow?

Hi, @aniruddh622003, thank you for suggesting a change, but the wrapper for crossed_above_1d_nb with reversed inputs already exists -

I definitely understand that, it's just that I feel for readability and proper structure, there should be one in vbt.nb namespace
