Replace Heroku bot with GitHub Actions workflow

Transfer bot from Heroku to GHA.

Current actions by the bot:

• Assign CODEOWNERS not added to the organization: we can skip this step by adding external collaborators to a dedicated, no-permissions groups in the organization.
• Assign labels based on PR content: we can look at existing workflows or port the logic to GHA workflow.
