Cover image seems to use last palette available, not the first one

May be related to https://github.com/nesbox/TIC-80/issues/1552

I've loaded a cart https://tic80.com/play?cart=4718, and it was looking fine. Then I added a second bank to it with a different palette, and after updating the cart, the cover image started using it instead and now looks wrong
